The Welsh Government has published detailed guidance on changes to the circumstances in which childcare providers must register with Care Inspectorate Wales.
The new regulations will replace the existing 2010 exceptions framework.
The timetable is significant: the new framework comes into force on 1 April 2027, followed by a one-year transitional period.
Providers newly required to register must submit their applications by 31 March 2028. The new registration requirements become enforceable from 1 April 2028.
The guidance covers childminders, day-care providers, after-school clubs, crèches and other organisations offering supervised activities for children.
It explains which arrangements remain exempt and when registration will be required.
Why it matters: The changes could affect community organisations, childcare businesses, schools and voluntary groups.
Registration requirements can influence operating costs, staffing, safeguarding arrangements and the availability of childcare.
The transition period gives providers time to assess whether their services must register.
Status: This is guidance explaining an agreed regulatory framework, not a consultation or an announcement that every childcare provider must register.
