The Welsh Government has published the terms of reference for an independent review of the funding and organisation of higher education.
The review was designed to consider university sustainability, student support and wider benefits to the economy, research and Welsh-language provision. Ministers said financial pressures were too serious for incremental changes alone and indicated an interim student-support report in summer 2027 followed by a full report that winter. No recommendations about mergers or closures had been made.
Why it matters: Universities are major employers and cultural institutions in several Welsh regions, so possible reforms require scrutiny beyond institutional balance sheets.
