Deputy First Minister Sioned Williams announced new policy-development work on tackling poverty, including expert groups on childcare expansion and a proposed Welsh Child Payment known as Cynnal.
The approach sought to connect childcare, family incomes and wider services rather than treat poverty as a single-department issue. At the time, establishing the expert groups did not mean the child payment had begun or that eligibility and payment rates were settled. The challenge would be building a workable scheme alongside reserved UK welfare rules.
Why it matters: The most consequential questions concern who would qualify, the value of support and whether it would be offset by changes to other benefits.
