Holiday accommodation licensing Bill passes the Senedd

The Senedd approved legislation providing a legal basis for a licensing scheme for visitor accommodation in Wales, initially focusing on self-contained holiday lets.

The proposed scheme would require providers to demonstrate basic safety measures, including relevant gas and electrical certificates, carbon monoxide alarms, fire-risk precautions and insurance. Ministers argued licensing could help visitors and responsible accommodation businesses. The Government expected the scheme to begin in 2029, meaning the parliamentary vote did not bring immediate new requirements for operators.

Why it matters: The policy affects both tourism standards and the administrative burden on small accommodation businesses, especially in rural and coastal areas.
