The Welsh Government has launched a consultation proposing that new electricity lines between 11kV and 132kV should normally be installed underground.
The policy would implement the Government’s commitment to end the use of large steel lattice pylons for electricity lines falling within devolved planning responsibilities.
Overhead alternatives would be permitted only where specified planning tests are satisfied, using lower-impact infrastructure such as wooden poles.
Why it matters: This could significantly alter the development of electricity infrastructure across Wales, particularly in rural areas where communities oppose new pylons.
Underground cables can have higher installation costs and different environmental impacts. The crucial question is whether the proposed approach can balance landscape protection with grid capacity, renewable energy development and consumer costs.
Status: Consultation launched, not an adopted planning rule.
