First Minister reports progress on Welsh borrowing powers after Glasgow talks

First Minister Rhun ap Iorwerth has welcomed what he describes as encouraging progress towards reforming Wales’s fiscal and borrowing powers following his meeting with Prime Minister Andy Burnham.

Downing Street confirmed that officials from both governments will begin a joint policy development process examining regional empowerment, reindustrialisation and economic growth. The next National Economic Council meeting will take place in Cardiff in spring 2027.

The First Minister also raised the £14 billion Welsh rail investment commitment and Treasury obstacles affecting the proposed Cynnal weekly child payment pilot.

Why it matters: Greater borrowing flexibility could change how Wales finances infrastructure and manages capital investment. Resolving the Cynnal issue could also allow additional support to reach low-income families.

Status: Further discussions are confirmed. No new borrowing limits, rail funding allocations, justice devolution agreement or Cynnal implementation date have been announced
