Estyn raises concerns about education outside mainstream schools

The Welsh Government published its response to Estyn’s review of tuition for learners educated otherwise than at school, highlighting weaknesses in oversight and consistency.

The report examined how local authorities organise and quality-assure tuition for pupils outside conventional school settings. It called for stronger alignment with the Curriculum for Wales, clearer arrangements for additional learning needs, better transition planning and improved Welsh-medium provision. Ministers said further guidance would be developed with councils.

Why it matters: These are often pupils with complex needs or disrupted schooling. The quality of provision matters both to educational outcomes and to the ability to return to school or progress into further study.
