Welsh home energy scheme delivers upgrades to 1,436 households, with estimated annual savings of £594

The Welsh Government has published its 2025–26 annual report on the Warm Homes Nest scheme, which provides advice and energy-efficiency improvements to eligible households.

Government investment

£27.5m

Homes upgraded

1,436

Estimated annual saving

£594

The scheme provided tailored energy advice to 11,113 households between April 2025 and March 2026. Of the homes receiving improvements, 962 were supported through an urgent route for households without heating or hot water.

The report reveals that 78% of recipients of home improvements reported being in fuel poverty or severe fuel poverty. Almost half of the upgraded homes were originally rated F or G for energy efficiency.

Rhondda Cynon Taf received the highest number of upgrades, at 164, followed by Swansea with 130.

Why it matters: The figures demonstrate both the benefits of targeted home improvements and the continuing scale of poor housing conditions among vulnerable households. They also raise questions about whether the programme’s reach is sufficient.

Important qualification: The £594 annual saving is modelled, not a measured reduction in every household’s bills. Post-installation energy ratings were available for only 765 of the 1,436 homes when the report was compiled.
