Welsh Government launches National Care Service reform programme

The Welsh Government has published its National Care Service Programme, setting out six priorities for making care more consistent and sustainable across Wales.

The programme includes fairer funding, workforce development, stronger accountability, digital services, safeguarding and better coordination between health and social care.

Why it matters: Social care is a major financial pressure on Welsh councils and a significant factor in hospital discharge delays. The programme could eventually influence how care is commissioned, funded and delivered.

What remains unresolved? The announcement contains no confirmed new funding settlement or detailed implementation timetable. It is a programme for reform, not the immediate establishment of a fully operational National Care Service.
