A redevelopment of Medallion House on Crwys Road in Cardiff has moved towards construction following the completion of an agreement between the council and developer Willowmead Holdings.
The development will provide 67 social-rented flats, alongside a community centre.
Planning permission was originally granted in January 2025, but the agreement concerning social housing allocation was completed this month.
The project involves substantial redevelopment of a vacant commercial building.
Some residents have objected because of concerns about building height, overlooking and loss of daylight.
Why it matters: The development will increase social housing supply on an established urban site, avoiding the need to build on undeveloped land.
It also illustrates the importance of planning obligations and negotiations in determining what housing developments actually deliver.
