Senedd approves major reform of homelessness prevention

The Senedd passed the Homelessness and Social Housing Allocation (Wales) Bill on 10 February, seeking to shift the response from crisis management towards earlier prevention.

The legislation places greater emphasis on identifying people at risk, improving cooperation between public bodies and supporting routes into long-term housing. Ministers described it as a fundamental change to how homelessness is tackled. Parliamentary approval was an important milestone, but implementation and the availability of appropriate accommodation remained separate challenges.

Why it matters: New legal duties cannot themselves create housing: councils will need resources, suitable homes and consistent cooperation from health, welfare and other services.
