First Minister warns of tougher Welsh budget despite policy ambitions

First Minister Rhun ap Iorwerth warned that the Welsh Government faced a lower real-terms budget the following year, even as it outlined an ambitious programme of reform.

He linked the financial outlook to calls for a different settlement from Westminster and set out priorities including NHS waiting lists, child poverty and jobs. The statement was a ministerial assessment of the fiscal outlook, not an approved budget for 2027–28. The tension between funding limits and reform ambitions would remain a central challenge for the new administration.

Why it matters: Independent scrutiny needs to identify which commitments have secured funding, which require savings elsewhere and which depend on decisions taken by the UK Government.
