Consultation considers permanent homelessness support during overseas crises

The Welsh Government opened a consultation on removing the time limit from a housing eligibility provision intended to support certain people returning to Wales from overseas crises.

The general crisis waiver can remove habitual-residence barriers for eligible returnees from countries subject to official UK advice to leave or to evacuation. Making the measure permanent was a proposal rather than a completed law change. The policy concerns how quickly people with a lawful claim to housing assistance can be supported when forced to return at short notice.

Why it matters: The consultation raises wider questions about fair eligibility rules, council capacity and how humanitarian responses interact with existing housing pressures.
