Further provisions of the Football Governance Act 2025 came into force yesterday, including sections establishing the licensing framework overseen by the Independent Football Regulator.
The regime covers clubs competing in the top five tiers of English football, including Welsh clubs participating in those competitions.
It introduces requirements relating to financial sustainability, corporate governance, ownership and supporter engagement.
All clubs within scope must obtain a provisional operating licence ahead of the 2027–28 season.
Why it matters for Wales: Wrexham, Cardiff City, Swansea City and Newport County are among the Welsh clubs whose operations are affected by regulation of the English football pyramid.
The reforms are intended to reduce the risk of financial collapse and protect clubs’ heritage and supporters’ interests.
Status: Additional statutory provisions commenced on 1 November. This does not mean every club must already hold its final operating licence.
