Artists impression of waterfront redevelopment

Porthcawl’s 980-home waterfront scheme proposed for December planning meeting

Plans for a major redevelopment of Porthcawl’s waterfront could go before councillors on 9 December 2026, under arrangements proposed in a Bridgend County Borough Council report.

Officers have recommended a special Development Control Committee meeting to consider the application, preceded by a site visit on 2 December. Both dates are described as provisional.

Submitted jointly by the Welsh Government and the council, application P/26/140/HYB covers land at Sandy Bay, the former fairground, Eastern Promenade, Salt Lake and the harbour.

It seeks detailed permission for a new access road and outline permission for a wider development including up to 980 homes, a hotel, lido, gym, commercial premises and community facilities. Proposals also include around 20 hectares of open space, land safeguarded for education, coastal defences and improvements to Griffin Park.

The council has previously set out an ambition for up to 50% of the housing to be affordable, with tenures including shared ownership and low-cost home ownership. That ambition does not mean half the homes would be available for social rent.

The report recommends meeting arrangements; it does not grant planning permission.

Why it matters: The development would substantially reshape Porthcawl’s seafront, affecting housing, tourism, transport and public space. Key issues for scrutiny include the housing tenure mix, infrastructure capacity and how the proposed leisure and community facilities would be funded and delivered.
